Responsible for Oversee the engineering management aspect of construction projects and monitor its progress in a timely and cost-effective manner ensuring that all work is performed in accordance with approved manuals, procedures, statement of work, quality, and safety standards.
Duties and Responsibilities:
§ Manage the engineering aspect of various construction projects from concept, planning and overseeing to completion. infrastructure projects such as buildings, bridges, roads, dams, pipelines, water, and sewage systems.
§ Plan projects based on the analysis of relevant materials such as drawings, blueprints, aerial photography, survey reports, maps, and other geologic and topographical data.
§ Review proposals and Contracts including statement of works, specifications, drawings, technical related documents such as addendum, construction guidelines, Camp directorate of Public Works policy, local & international and other applicable standards to ensure the proper submittal of offered products, specifications, calculations and design drawings.
§ Oversee project bid, proposals submittal, review and or write technical proposal i.e. (Method of statement, Technical Narrative).
§ Ensuring projects meet German building codes (Bauordnung).
§ Handling permits and approvals with local authorities.
§ Applying environmental and sustainability regulations.
§ Prepare and or review of project execution schedule and submittal of documents in accordance with the contract requirements and governing guidelines.
§ Follow designs and drawings to accurately render and communicate designs; plans and other necessary and related structures.
§ Facilitate communication among construction Team, subcontractors, clients, and engineers, ensuring specifications, budgets, and deadlines are clearly communicated and understood.
§ Provide directives to the concern personnel and or from subcontractors to prepare required submittal documents, material specification, samples, drawings, design calculations, method of statement, quality control plan and HSE plan within the timeline.
§ Monitor project progress and keep track of schedules and outline of various aspects to ensure design specifications, safety, and quality standards are met.
§ Prepare project technical presentations & meet with interested subcontractors & affiliates to discuss the technical aspect of the project.
§ Attend pre-construction meetings, conferences and conduct site visits.
§ Drafts and presents reports on topics related to projects such as environmental impact statements and right-of-way descriptions.
§ Estimate material, equipment, and labor needed to determine project costs and Perform price review/analysis.
§ Collaborate with architects and contractors and authority to ensure projects progress properly.
§ Collaborate with surveyors (or directs and participates in surveying) to establish installations or reference points, grades, elevations, and other factors that will affect construction.
§ On completion of a project, inspects, repairs, and maintains the structures as needed.
§ Direct and oversee staff members and subcontractors regarding construction, operations, and/or maintenance tasks and assignments at a project site.
§ Prepare a master schedule that integrates all active construction project data on a regular basis.
§ Ensure that all relevant safety, quality and environmental procedures, instructions and controls are adhered to so that the safety of employees, quality of services and environmental compliance can be guaranteed.
§ Review the project in-depth to schedule deliverables and estimate costs.
§ Select tools, materials and equipment and track inventory.
§ Manage and direct site staff to review the work progress on daily basis.
§ Collaborate with clients, supervisory staff, contractors, and design professionals to discuss and resolve issues, including work procedures, grievances, and construction or design issues.
§ Ensure quality construction standards including use of proper construction techniques.
§ Maintain knowledge of new trends, developments, technologies, materials, and best practices; and apply this knowledge to continually improve construction efficiency.
§ Prepare and submit reports (daily, weekly, monthly, etc.) to Direct Management, as required, that cover all construction activities and other related disciplines.
§ Assist in developing and implementing new policies and practices to address changing internal and external construction administration requirements.
§ Ensure the implementation of QHSE Management System in line with ISO 9001:2015, ISO 14001:2015 & ISO 45001:2018 and ongoing compliance to the standards.
§ Performs other duties related to the job as assigned by the Direct Management in accordance with contractual, functional requirements.
Qualifications & Experience:
§ Bachelor’s degree in Civil Engineering, Construction Management, or other related discipline.
§ Minimum of 8–10 years of proven experience in a similar role of construction field in Germany.
§ Expert knowledge of building products, construction details and relevant rules, safety and quality standards.
§ Thorough understanding of civil engineering principles, practices, methods, and tools involved in the construction or repair of buildings, bridges, roads, and other related structures.
§ Proficiency in German and English Language and Arabic is an added value.
§ High level of verbal and written communication skills.
§ Excellent Computer skills, Operating systems, Microsoft Office suite and others.
§ Using engineering software (e.g. AutoCAD, BIM tools)
§ Drivers license is mandatory.
