Energy Resilience Partners, LLC (ERP) is a tribally led federal energy-resilience contractor building the contingent team for the USAG Ansbach - Storck Barracks Smart Microgrid in Bavaria, Germany. The 730-day project integrates two 1 MW diesel generators, 2 MW / 4 MWh battery energy storage, photovoltaic generation, 20 kV medium-voltage distribution, fuel systems, protection, SCADA/microgrid controls, fiber communications, an underground interconnection corridor and full testing, training and commissioning.
Single accountable prime-contract leader for cost, schedule, safety, quality, technical integration, Government outcomes, and final acceptance.

Own the project execution plan, delegated authority, 730-day baseline, budget, risk register, customer commitments, and final acceptance.

Serve as ERP’s authorized interface with USACE, USAG Ansbach, RICHARD, P3, JV participants, OEMs, and major subcontractors.

Direct the Deputy PM, Project Controls, CQC, SSHO, Contracts, Procurement, Design, Commissioning, Document Control, and site leads.

Chair executive, cost, schedule, risk, change, procurement, safety, quality, and recovery reviews; authorize corrective action within authority.

Protect ERP’s tribal-enterprise mission, financial stewardship, records, and Government-facing integrity.

Bachelor’s degree in engineering, construction management, business, or related field; 15+ years of relevant EPC/federal/utility experience.

10+ years managing complex multidisciplinary projects with direct cost, schedule, safety, quality, subcontractor, and customer accountability.

Demonstrated generation, microgrid, BESS, renewable, MV distribution, controls, or critical-infrastructure leadership.

Approved Germany work-status pathway and installation access before in-country work.

Ability to speak, read, write and understand English sufficiently to explain work operations and receive Government instructions.
PMP, CCM, or PE; USACE design-build; OCONUS/Germany; $50M+ program leadership.

The contract contains no blanket U.S.-citizen-only rule for this LCAT; ERP may not publish a citizenship restriction without documented authority.

ERP Legal/HR must validate the exact citizenship/U.S.-person, system/data, Germany status, and installation-access basis before posting or mobilization.

Direct employment by ERP/the prime is required for this Section 01 45 05 role unless a specific contract exception or written Contracting Officer approval applies.

No field work may begin until required Government personnel approval, installation access/badging, safety orientation, role designation/appointment, system/data permissions and work-front release are complete.

Project-based and contingent upon award/NTP, funding, final staffing authorization, qualification verification, Government approval where applicable, employer-of-record completion and installation access.

Must support approved work hours, outages, testing windows, alternate shifts, weekends or German holidays when the schedule and lawful working-time controls require.

Must comply with ERP/prime direction, EM 385-1-1, German safety and labor requirements, quality controls, CUI/FCI and photography/device restrictions, accurate timekeeping and project conduct rules.
