Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background
- The Operational Data Enablement & Development Support Specialist will support Headquarters Allied Air Command (HQ AIRCOM) in enhancing Air Situational Awareness through improved operational data management, workflow development, and decision-support capabilities. The role focuses on enabling the effective capture, organisation, validation, analysis, and exploitation of operational data across multiple AIRCOM branches and NATO stakeholders.
Role Duties and Responsibilities
- Capture Air Situational Awareness data requirements from AIRCOM branches, operational users, subject matter experts, data owners, and technical stakeholders.
- Translate operational requirements into structured data workflows, dashboards, reports, operational data views, and decision-support products.
- Map current and future Air Situational Awareness data workflows, including data sources, owners, update cycles, users, validation points, decision points, and outputs.
- Identify data gaps, duplication, inconsistent data, unclear ownership, validation shortfalls, and sustainment risks.
- Support preparation, structuring, categorization, and validation of operational data for approved AIRCOM data products.
- Develop or support data dictionaries, field definitions, naming conventions, workflow maps, data flow diagrams, and data requirement matrices.
- Support dashboards, reports, visualizations, and operational data views related to Air Situational Awareness.
- Identify opportunities for automation, data exploitation, advanced analytics, and AI-ready data practices.
- Coordinate with AIRCOM stakeholders including A1, A2, A3, A4, A5, A6, A7, A8, A9 IKM, operational users, platform administrators, cybersecurity staff, Combined Air Operations Centers (CAOCs), Deployable Air Command and Control Centre (DACCC), Supreme Headquarters Allied Europe (SHAPE), NATO Communications and Information Agency (NCIA), NATO Communications and Information Systems Group (NCISG), or other stakeholders as required.
- Support user testing, validation, refinement, and implementation of data-enabled workflows and products.
- Provide user familiarization, practical support, and knowledge transfer to AIRCOM personnel.
- Support exercises, planning events, reporting cycles, and operational activities requiring Air Situational Awareness data enablement.
- Produce documentation, Standard Operating Procedures (SOPs), user guides, quick-reference material, and handover material.
Essential Skills, Experience and Certifications
- Bachelor's degree or equivalent professional qualification in Data Science, Computer Science, Information Systems, Information Management, Software Engineering, Systems Engineering, Business Analytics, Operational Research, Applied Mathematics, Statistics, Engineering, or another discipline relevant to data enablement, workflow development, digital transformation, or decision-support systems.
- Minimum five years of relevant professional experience in operational data enablement, data workflow development, data integration, information management, dashboard/report development, data exploitation, systems integration, or digital transformation.
- Experience translating operational or business requirements into structured data workflows, dashboards, reports, or decision-support products.
- Experience with data quality review, data mapping, data validation, data structuring, metadata, business rules, or data governance.
- Experience producing SOPs, user guides, process maps, data dictionaries, handover material, or technical-operational documentation.
- Experience supporting operational reporting, planning, exercises, situational awareness, or decision-support activities.
- Advanced spreadsheet knowledge and working knowledge of database-related applications.
- Strong written and verbal English proficiency suitable for an international environment.

- Travel may be required to NATO locations including Mons (Belgium), Poggio Renatico (Italy), Uedem (Germany), and Torrejón (Spain), subject to prior agreement and operational requirements.
