Analog Devices is seeking a highly experienced and strategically minded Senior Trade Compliance and Audit Officer to strengthen and lead key elements of our regional trade compliance program in EMEA. The role has a clear focus on customs compliance and trade operations, a dedicated structural responsibility for trade compliance audits and internal controls, and a focused remit in export control and sanctions where these areas intersect with the movement and classification of goods and technology.
The successful candidate will act as a senior advisor and business partner. This is a strategic role. The position shapes the regional customs and audit operating model, drives duty optimization and process digitalization, and embeds defensible, well-documented compliance controls into supply chain and business flows. The role works cross-functionally with Logistics, Supply Chain, Finance, Tax, Legal, Engineering, Internal Audit, and the wider Trade Compliance organization.
- Lead, centralize, and continuously optimize EMEA customs operations to ensure regulatory compliance, operational efficiency, and timely import/export clearance across the region.
- Develop, implement, and improve customs compliance programs covering tariff classification, customs valuation, country of origin, preferential origin, Incoterms, documentation, broker management, special procedures, and customs controls, anchored in the Union Customs Code (Regulation (EU) No 952/2013) and applicable national customs law.
- Oversee accurate classification of products under the Harmonized System (HS), Combined Nomenclature (CN), TARIC, and applicable national tariff schedules, ensuring robust, defensible classification decisions and supporting documentation.
- Manage country-of-origin processes end to end, including non-preferential and preferential origin, supplier declarations, Free Trade Agreement qualification, REX registration, and documentary evidence such as EUR.1 and origin statements.
- Support and govern customs valuation, including transaction value, transfer pricing considerations, assists, royalties, freight, insurance, Incoterms, and other dutiable or non-dutiable cost elements.
- Identify and realize duty savings and customs optimization opportunities through correct classification, preferential origin management, Free Trade Agreements, and special customs procedures, including customs warehousing, inward and outward processing, end-use, and temporary admission.
- Manage and monitor external customs brokers and freight forwarders, including instructions, performance reviews, clearance accuracy, escalation, issue resolution, and corrective actions, in close alignment with the supply chain.
- Liaise with customs authorities, brokers, and logistics providers to ensure timely clearance and prevent operational disruptions, including manufacturing line stoppages.
- Prepare, submit, and manage Binding Tariff Information (BTI), Binding Origin Information (BOI), and related rulings and customs authority interactions.
- Support Finance and Tax on import VAT, customs duty processes, and Other Government Agency (OGA) reporting and license applications where customs data is required.
- Design, lead, and maintain a structured internal audit program for customs and trade compliance, covering declarations, classification records, origin documentation, valuation support, broker filings, and import/export documentation.
- Build and maintain the regional control framework and Internal Compliance Program (ICP), including control points, audit checkpoints, segregation of duties, and complete audit trails for site and legal-entity audits.
- Apply a risk-based audit methodology to identify discrepancies, potential non-compliance, process weaknesses, and improvement areas across customs and trade processes.
- Prepare detailed audit reports, including findings, risk assessments, root-cause analysis, corrective and preventive action plans (CAPA), and implementation tracking.
- Maintain audit and post-clearance readiness, manage customs authority audits, post-clearance controls, large-case reviews, if any voluntary disclosures if any.
- Partner with Internal Audit to establish control measures and audit trails, and support Finance during tax and customs audits by providing expertise and documentation on import VAT and duty processes.
- Assess customs and trade compliance risk in cooperation with external partners for high-value and high-risk projects.
- Support export control and sanctions processes where they intersect with customs operations, including controlled shipments, embargoed destinations, end-use and end-user due diligence, and export documentation.
- Apply EU export control classification under the EU Dual-Use Regulation (Regulation (EU) 2021/821, Annex I) and applicable national military and strategic goods lists, advising on licensing requirements for controlled goods and technologies.
- Conduct and support restricted-party, sanctions, and embargo screening at the customs and logistics interface.
- Support U.S. re-export classification, including ECCN under the EAR and ITAR where applicable, for U.S.-origin items and technology, in coordination with the Trade Compliance team, ensuring correct treatment of items with a U.S. nexus within EMEA operations.
- Shape the regional customs and audit operating model and contribute to the EMEA trade compliance roadmap, moving toward a center-of-excellence approach.
- Own a portfolio-level duty optimization strategy across classification, preferential origin, FTAs, and special procedures.
- Drive digitalization and automation, contributing to ERP, SAP GTS, customs automation, and master-data improvements to strengthen data quality and reduce manual effort.
- Monitor and interpret regulatory change, including EU and EMEA customs law, tariff measures, origin rules, FTAs, sanctions-related customs restrictions, and emerging trade measures such as CBAM, and translate it into actionable internal process updates.
- Act as a trusted advisor to regional leadership and business stakeholders, integrating compliance requirements into commercial and supply-chain decision-making.
- Develop and maintain documented processes, standard operating procedures, and work instructions.
- Deliver training and practical guidance to internal teams through documented processes, webinars, and workshops.
- Maintain accurate records of customs declarations, classifications, origin determinations, valuation assessments, broker instructions, and supporting compliance documentation.
- Support investigations into non-compliance and assist in implementing corrective and preventive measures.
- Monitor and advise on correct Incoterms usage, including their incorporation into the company’s terms and conditions.
- Bachelor’s degree or demonstrate equal experience in International Trade, Customs, Logistics, Law, Business, or a related field. An advanced degree is a plus.
- 8 to 10 years of experience in customs compliance and trade operations, including hands-on responsibility for tariff classification, valuation, and origin, with demonstrable audit and internal-controls experience.
- Solid working knowledge of EU customs law, including the Union Customs Code, HS/CN/TARIC classification, customs valuation, and preferential and non-preferential origin.
- Practical experience designing and running internal compliance audits, control frameworks, and corrective action processes.
- Working knowledge of EU export controls, including dual-use and military or strategic goods, and sanctions, sufficient to manage the customs/export-control interface. Awareness of U.S. re-export controls, including EAR and ITAR, and their application in Europe.
- Proven ability to interact effectively with customs authorities, government agencies, brokers, and external partners.
- Strong analytical, communication, and stakeholder-management skills, with the ability to manage multiple projects and maintain high ethical standards and confidentiality.
- Fluency in English. German is strongly preferred. Additional European languages, such as French, Spanish, or Dutch, are a plus.
- Recognized customs or trade compliance qualification or certification.
- Experience in the semiconductor, aerospace, or defense sectors.
- Prior engagement with AEO (Authorised Economic Operator) and customs simplification programs.
- Familiarity with compliance and customs software, including SAP GTS, Descartes, or similar, and ERP integration.
