European Semiconductor Manufacturing Company (ESMC) is a joint venture between four technology leaders, TSMC, Bosch, Infineon and NXP, to establish a state-of-the-art semiconductor fab in the heart of Europe. ESMC represents our shared commitment to strengthening the European semiconductor ecosystem.

To help us build the foundation of our future fab in Dresden, we are looking for a highly motivated and passionate:

ESMC GSM Manager (m/f/d)

The ESMC-GSM Manager leads the local Global Security Management Team for TSMC’s European Semiconductor Manufacturing Company (ESMC, Fab24) in Germany. This leadership role holds full ownership of ESMC security management, responsible for developing, implementing, and overseeing comprehensive security strategies and operations. This includes IT cyber security, TSMC proprietary information protection (PIP), physical security design, evaluation, assurance checks, and the coordination of local security guard operations. The Manager ensures that all security controls align with HQ GSM’s proposed standards, with revisions implemented only as mandated by local German law. This also includes actively participating in the recruitment and onboarding of key security personnel, such as the Security Operation Manager who will lead the security guards. The Manager ensures compliance with global TSMC security standards and local regulations, working closely with local ESMC leadership and the HQ GSM Team.

Job Responsibilities

1. Strategic Leadership and Management:

(1) Lead the ESMC-GSM Team (comprising Security Operation Manager and IT Security Manager) and foster a strong security culture throughout the ESMC organization.

(2) Hold full ownership of ESMC security management, ensuring all security controls adhere to HQ GSM’s proposed standards, with deviations only for compliance with local German legal requirements.

(3) Actively participate in the recruitment, selection, and onboarding of key security personnel, including the Security Operation Manager who will oversee the security guards.

(4) Responsible for establishing, implementing, and operating ITS (Information Technology Security), PIP (Proprietary Information Protection), and Physical Security in Germany, supported by HQ GSM.

(5) Develop and implement security policies, processes, standards, and guidelines based on industry standards such as ISO27001 and ISO15408, as well as business requirements.

(6) Ensure compliance with all relevant TSMC security standards and local German laws and regulations.

(7) Directly report to the ESMC Head and dotted-line report to the HQ GSM Head, James Tu.

2. IT Cyber Security (Supported by HQ ITS):

(1) Oversee and ensure the implementation of cyber security solutions and defense strategies, in line with HQ GSM guidelines and adapting only where required by local German law.

(2) Manage cyber security incident detection and response.

(3) Ensure adherence to cyber security policies and regulations.

(4) Assess cyber security maturity and conduct training and awareness programs.

(5) Manage supply chain cyber security and evaluate cyber security risks.

3. TSMC Proprietary Information Protection (PIP):

(1) Lead data protection programs and enhance physical security, adhering to HQ GSM frameworks and adjusting for local German legal mandates.

(2) Develop and implement PIP policies and regulations.

(3) Design data protection solutions and technical planning for physical security.

(4) Oversee the implementation and deployment of security systems in new facilities.

(5) Promote insider threat awareness and training, and incident investigation.

(6) Conduct customer security audits (ISO15408 & certification) and risk assessments.

(7) Lead ESMC PIP sponsors.

4. Physical Security (Design, Engineering & Assurance, and Management):

(1) Design and oversee the physical security architecture for Fab24, in accordance with HQ GSM standards and local German building/safety codes.

(2) Evaluate, audit, and ensure the effectiveness of physical security measures.

(3) Manage the overall security guard operations and site operational security through the Security Operation Manager.

(4) Ensure executive protection and special event security.

(5) Prevent property and PIP loss.

(6) Develop and implement emergency response plans.

(7) Engage early in all construction phases (PIP and Physical Security) and ensure security requirement compliance.ill in with JD standard format as below.

Job Qualifications

1. Bachelor’s degree in a relevant field (e.g., IT Security, Engineering, Risk Management, or equivalent).

2. At least 3 years of experience in leading teams.

3. At least 5 years of experience in information security.

4. At least 7 years of working experience in Europe.

5. Proven experience in recruitment and team building, particularly for security-focused roles.

6. Proven experience working on large-scale, multi-stakeholder international projects, ideally within the semiconductor industry.

7. Familiarity with data protection regulations, policies, and their implementation, specifically understanding the interplay between global corporate standards and local legal requirements.

8. Strong knowledge of information security, risk assessment, and project management.

9. Additional information security certifications (e.g., CISSP, CISA, CISM, CIPP) are a plus.

10. Excellent management and interpersonal skills to lead a PIP security team and collaborate effectively with diverse multicultural stakeholders.

11. Strong leadership capabilities with experience in talent acquisition and team development.

12. Exceptional communication and negotiation abilities.

13. Ability to work under pressure, be detail-oriented, and prioritize complex information security challenges in a dynamic environment.

14. Strategic thinking with the ability to provide proactive information security advice to support business objectives, while maintaining adherence to corporate security governance.

15. Analytical, detail-oriented yet able to see the big picture, collaborative, and self-motivated.

16. Independent judgment, proactive, fast learner, and responsive.

17. Excellent management and interpersonal skills to lead a PIP security team and collaborate effectively with diverse multicultural stakeholders.

18. Strong leadership capabilities with experience in talent acquisition and team development.

19. Exceptional communication and negotiation abilities.

20. Ability to work under pressure, be detail-oriented, and prioritize complex information security challenges in a dynamic environment.

21. Strategic thinking with the ability to provide proactive information security advice to support business objectives, while maintaining adherence to corporate security governance.

22. Analytical, detail-oriented yet able to see the big picture, collaborative, and self-motivated.

23. Independent judgment, proactive, fast learner, and responsive.

24. Excellent written and verbal communication skills in both German (B2) and English (B2) are mandatory.

25. Conversational Mandarin is a plus.
