The Climate Finance Expert leads the identification, mobilization, management, and monitoring of climate finance from international, bilateral, multilateral, and private-sector sources. The expert supports governments, development partners, financial institutions, and private organizations in developing bankable climate investment projects, strengthening climate finance governance, and integrating climate considerations into public and private investment planning.
Key Responsibilities
- Identify funding opportunities from international climate finance mechanisms, including the Green Climate Fund (GCF), Adaptation Fund (AF), Global Environment Facility (GEF), Climate Investment Funds (CIF), and multilateral development banks.
- Develop bankable climate change adaptation and mitigation project concepts and full funding proposals.
- Conduct climate finance gap assessments, investment analyses, and financing strategies.
- Prepare feasibility studies, financial models, cost-benefit analyses, and investment cases for climate-resilient infrastructure and low-carbon development.
- Support governments in integrating climate finance into public investment planning, budgeting, and national development strategies.
- Design climate finance roadmaps, national financing frameworks, and resource mobilization strategies.
- Assess climate risks and economic impacts to support investment prioritization.
- Develop monitoring, reporting, and verification (MRV) systems for climate finance and project performance.
- Provide technical guidance on climate finance eligibility criteria, environmental and social safeguards, gender requirements, and fiduciary standards.
- Strengthen institutional capacity through training, workshops, and technical assistance on climate finance and project preparation.
- Coordinate with government agencies, development partners, donors, financial institutions, and private investors.
- Monitor implementation of climate-financed projects to ensure compliance with donor requirements and achievement of expected outcomes.
- Prepare technical reports, policy briefs, investment plans, and knowledge products.
Required Qualifications
- Master's degree or PhD in Climate Change, Environmental Engineering, Environmental Economics, Finance, Economics, Public Policy, Sustainable Development, Civil Engineering, or a related field.
- Professional certification in climate finance, project management, or financial analysis is an advantage.
Experience
- Minimum 10-20 years of experience in climate finance, climate change adaptation and mitigation, or sustainable development.
- Demonstrated experience preparing successful funding proposals for international climate finance mechanisms.
- Experience working with government institutions, multilateral development banks, UN agencies, or international development organizations.
- Experience in climate-resilient infrastructure, public financial management, or green investment planning is highly desirable.
- Experience managing donor-funded projects and complying with international fiduciary and procurement requirements.
