ncumbent is responsible for quality and quantity of work operations of non-supervisory personnel assigned to crew as well as effective on-scene coordination with multiple outside agencies (military and host nation). Individual tasks assigned and competencies required are those defined for a fire officer 2 per applicable International Fire Service Training Association (IFSTA) manuals (Essentials of fire fighting, Fire Department Company Officer) and current edition National Fire Protection association (NFPA) 1021, ?Standard for Fire Officer Professional Qualifications? and 1002 for a Firefighter Work is complicated by the fact that U.S. Army fire departments frequently respond jointly with Host Nation Fire Departments, which are operating under different codes and guidelines, using different equipment. For combined responses, Incumbent has to directly interact with host nation responders and must, additionally to the competencies described above, posses a thorough knowledge of host nation policies, protocols, procedures and equipment. Incumbent usually directs emergency response activities independently at the scene. Tasks include fire fighting, rescue salvage and overhaul, as well as communication and evacuation of occupants and removing supplies. Next higher level supervisor usually is only called in at major incidents, if not tied to overall military command. Ensures that procedures and techniques of firefighting operations, training, equipment maintenance, fire prevention, as prescribed by NFPA, DoD, DA, MACOM and installation directives and manuals are followed. Develops and executes plans, schedules proper resources (human and material), makes assignments and directs routine and emergency operations. Establishes an initial command location and directs all communications from the incident site. Work is reviewed for general adequacy and responsiveness to emergency situations. Guidelines include recognized standards on firefighting techniques and procedures, National Fire Protection Standards, applicable host nation safety standards and regulations, local rules and regulations, of the Fire Chief, and operating manuals for equipment. Decisions include placement and utilization of apparatus, equipment, and personnel. Determines the need to re-call additional staffing, request mutual aid, and/or resources from other support organizations. Makes decisions regarding isolation or evacuation of personnel from the emergency area and the distances affected. Responsible for all concurrent operations relating to the emergency, releasing of information, related reports and notifications while performing the Incident Commander duties. Decisions affect directly health life and safety of victims as well as firefighters assigned. Judgment is also required when making deviations from guidelines based on circumstances at the scene of a fire, bomb threat, riot, etc.

P-5: Minimum Basic Requirements: Applicants for this position must have E&T Level I (completed lower secondary school / Hauptschulabschluss) PLUS German certification as basic fire fighter (abgeschlossene Feuerwehrgrundausbildung, gemaess Feuerwehrdienstvorschrift 2 (FwDV2).
PLUS completed training in accordance with the guidelines of the US Forces Fire Prevention Program.
1 year of specialized experience as defined below. Substitution through higher level education for experience is not applicable.
Specialized Experience: is experience as an active and regular member of an organized city or volunteer fire department using motorized equipment or as a firefighter in a military or industrial establishment or in a comparable plant or institution using motorized equipment. Experience in a voluntary fire department must include regular attendance at training and instruction. Experience gained in inspecting for and detecting, controlling, and eliminating fire hazards; applying fire regulations and fire codes; writing descriptions of violations and corrective recommendations; and speaking to groups on fire prevention.
Qualification determinations will be made upon review of the employee's quality of experience indicating the required skills, abilities, and the demonstrated level of responsibility to be able to work successfully the duties of the position.
ADDITIONAL REQUIREMENTS:
- Incumbent must possess and maintain host nation equivalent National Emergency Medical Technician (NEMT) certification.
- The incumbent must be able to acquire and maintain NFPA Fire Officer 1, NFPA Fire Instructor 1, and NFPA Fire Inspector 1 within the first 12 months.
- Incumbent must be able to obtain and maintain a DoD certification as Firefighter I & II, Driver Operator Pumper, DOD HAZMAT operations, Host Nation SCBA certification (Ausbildung zum Atemschutzgeraetetraeger gem. FwDV 2), radio communicator training (Ausbildung zum Sprechfunker gem. FwDV2).
- Incumbent is responsible for the proper handling of specific hazardous wastes generated by the unit, activity or facility; operation of a hazardous waste generation point, and assisting in emergency action involving hazardous waste. Assigned work may include collecting, storing, moving, labeling (including dating), segregating, preparing turn-in documents on, and maintaining records on hazardous wastes. Incumbent is required to complete recurring renewal training.
- Applicants must be in possession of a German driver's license class B and C.
- German driver's license class CE desired.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level B2 AND German Language Proficiency level C1 required.
