REQUIREMENT BASIS
EXECUTION-DERIVED: ERP management, administration, permitting, procurement, logistics or work-front control role used to deliver the contract.
Energy Resilience Partners, LLC (ERP) is a tribally led federal energy-resilience contractor building the contingent team for the USAG Ansbach - Storck Barracks Smart Microgrid in Bavaria, Germany. The 730-day project integrates two 1 MW diesel generators, 2 MW / 4 MWh battery energy storage, photovoltaic generation, 20 kV medium-voltage distribution, fuel systems, protection, SCADA/microgrid controls, fiber communications, an underground interconnection corridor and full testing, training and commissioning.
Protects ERP’s prime-contract position through disciplined notices, flowdowns, change control, entitlement analysis, and authorized communications.

Translate the awarded requirements into controlled scope, WBS, schedule, cost, risk, records, and accountable action owners.

Coordinate ERP, Government, RICHARD, P3, JV participants, OEMs, and subcontractors through the authorized reporting and escalation chain.

Maintain timely, auditable records and decision-ready weekly/monthly reporting; identify variances before they affect the critical path.

Prevent unauthorized commitments, uncontrolled access, superseded information, or unsupported labor/cost charges.

Support mobilization, performance, changes, invoicing, acceptance, closeout, and lessons learned.

Relevant degree or equivalent experience and demonstrated performance on federal, EPC, utility, or complex construction programs.

Strong written communication, digital systems, records discipline, and ability to coordinate across U.S. and German time zones.

Ability to meet the assigned work-location, Germany work-status, installation-access, and information-handling requirements.
USACE/RMS-CM experience; PMP/PSP/CPCM or role-specific credential; OCONUS/Germany experience.

The contract contains no blanket U.S.-citizen-only rule for this LCAT; ERP may not publish a citizenship restriction without documented authority.

ERP Legal/HR must validate the exact citizenship/U.S.-person, system/data, Germany status, and installation-access basis before posting or mobilization.

Employer/engagement source must match the approved ERP staffing plan, subcontract chain, independence rules and German employment/work-status requirements.

No field work may begin until required Government personnel approval, installation access/badging, safety orientation, role designation/appointment, system/data permissions and work-front release are complete.

Project-based and contingent upon award/NTP, funding, final staffing authorization, qualification verification, Government approval where applicable, employer-of-record completion and installation access.

Must support approved work hours, outages, testing windows, alternate shifts, weekends or German holidays when the schedule and lawful working-time controls require.

Must comply with ERP/prime direction, EM 385-1-1, German safety and labor requirements, quality controls, CUI/FCI and photography/device restrictions, accurate timekeeping and project conduct rules.
